The government has allocated Rs 12 billion budget for 100 days of employment for 200,000 people in the fiscal year 2078/79 (2021/22). This amount will be spent through the Prime Minister's Employment Program. In the current fiscal year, 105,600 people have got employment for an average of 16 days.
The government has allocated an additional budget for the third year in a row, continuing the Prime Minister's Employment Program. If no one in the family gets employment, one member will be paid 100 days salary.
In the current FY, 700,000 people are listed as unemployed at the local level. The Ministry of Labor, Employment, and Social Security had allocated Rs 3 billion for the first time for the fiscal year 075/76 saying that unemployment allowance would be given if the employee could not be provided. 5 billion 10 million budget was allocated in FY 076/077. From the current FY, a loan of 120 million US dollars was taken from the World Bank. 11.60 billion was allocated in the current year.
The government has implemented this program from the local government. Some local levels have not implemented the budget saying that there is no practical policy. In the current FY, out of 753 local levels, only 541 programs were conducted. Similarly, the government will deposit the amount to be deposited by the employers and workers in the contribution-based social security fund in the months of June and July.
It is mentioned in the budget that the government will deposit money as a relief to the workers and employers who are in trouble due to the problem of COVID-19. Last year, the government had also deposited four months. Similarly, Rs. 400 million has been allocated for skill development for those returning from abroad and those who have lost their jobs at home to engage in various self-employment activities. About 150,000 Nepalis who lost their jobs during the Kovid period and their contracts expired have returned home. One thousand such youths benefited last year.
For those who want to learn skills in indigenous industries, the government will provide three months' money. The industry concerned will have to provide employment to those who have learned such skills for two years. The government expects it to employ an additional 25,000 people.
It is mentioned in the budget that the collective accident insurance of the workers working in the industrial sector will be made free and the compulsory accident insurance of the workers working in the construction sector will be provided. Finance Minister Bishnu Poudel said that the government has brought additional programs to encourage the domestic industry. 14 billion has been allocated to the Ministry of Labor, Employment, and Social Security.
