Overview
Nagarik Lagani Kosh (Citizen Investment Trust - CIT) (नागरिक लगानी कोष) was founded in 1991 (2047 BS) and has been operating activities since January 15, 1992. The head office of CIT is located in Newbaneshor, Kathmandu, and branch offices at Biratnagar and Pokhara.
It is an autonomous body to manages and operates various types of Government Employee Retirement Schemes or programs and other schemes.
Nagarik Lagani Kosh (NLK) also contributes to both financial and foreign investors to the domestic and foreign investors, to help people to save their money and investment opportunities, along with the development of the capital market, to support the economic development of the nation.
CIT has been introducing various types of voluntary retirement schemes such as Gratuity funds and pension funds and mandatory insurance fund programs on individual accounts and fully funded.
Milestones of CIT:
1. Completion of two decades of operation amidst challenging years in Nepal's dynamic capital market.
2. Launching of various voluntary retirement schemes (such as Pension funds and gratuity funds) and mandatory insurance fund programs based on fully funded and individual accounts.
3. Encouraging long-term savings by operating the Employee Savings Growth Retirement Fund (ESGRF) and insurance funds for various institutions' employees, including civil servants, teachers, and members of the military and police forces.
4. Helping depositors expand funds and increase investment opportunities with the development of the capital market.
5. Establishment of the head office in New Baneshwor, Kathmandu, and branch offices in Pokhara, Biratnagar, Butwal, and Attariya.
Vision:
CIT aims to establish itself as a premier institution in the field of capital markets by operating social welfare savings and mutual fund programs, ensuring effective investment management of collected funds, and contributing towards the prosperity of the nation.
Mission:
CIT's mission is to achieve its vision through cooperation and partnership, innovative management systems, research and development, optimum mobilization of means and resources, modern information technology, effective client services, and expansion of savings and mutual fund programs based on mutual respect, good governance, and healthy competition while providing investment management and capital market services.
Goals:
CIT has set the following goals:
1. Saving Program: To increase the fund through savings and mutual fund programs.
2. Investment Management: To diversify the investment portfolio in secured sectors guaranteeing a return on the basis of risk analysis.
3. Capital Market Service: To accelerate the growth and development of the capital market.
Objectives:
CIT aims to achieve the following objectives to fulfill its goals:
1. Saving Program:
- To attract Nepalese citizens residing in the country and abroad to the programs offered by the Citizens Investment Trust.
- To operate additional programs related to social security.
2. Investment Management:
- To invest in prioritized sectors such as hydropower, infrastructure development, productive sector, tourism and export promotion, and capital market instruments.
- To invest CIT's funds in sectors with minimum risks.
2. Capital Market Service:
- To play the role of market maker and sales and issue manager.
- To make capital market instruments more effective.
Services
1. Saving Mobilization: The CIT operates various retirement schemes such as Pension Funds, Gratuity Funds, Insurance Funds for Government Employees, Teachers, Nepal Army, Nepal Police, Armed Police Force, and Employee Saving Growth Retirement Funds. It also operates unit and mutual fund schemes for domestic and foreign investors and an Investor’s Account scheme.
2. Investment/Financing: The CIT invests in corporate shares, debentures, and government securities. It also provides term loans and bridge finances to corporate bodies and offers credit for purchasing shares.
3. Capital Market Services: CIT offers various services such as Trustee Services, Debenture Trustee Services, Escrow Agent Services, Custodian Services, and Corporate Finance Services. It also engages in Public issue management, Underwriting and syndication of underwriting public issues, Market making of corporate and government securities, and Consultancy services.
Working Policies
1. To attract Nepali citizens residing in the country and abroad to the programs offered by CIT.
2. Investment trust services are carried out based on the management fee concept.
3. Equity investment objectives in investment activities would not merely be on the spirit of management control of the institution.
4. Investment of funds would be channelized in relevant sectors considering the nature and degree of risk pertaining to those particular funds. Priority will be given to the investor’s performance in various schemes concerning risk, return, and their desires while making investment decisions.
5. To play the role of market maker to balance the transaction of securities and to purchase and sell shares in bulk.
6. A balanced approach would be applied in the operation to meet the interest of government, shareholders, and participants.
7. The selection of project and business activities will be done only on the basis of business principles and ethics.
