Tribhuvan University (TU) Forms Task Force for Contractual Appointment of Part-Time Professors

Tribhuvan University (TU) has formed a three-member field study task force headed by Prof. Dr. Yogendra Prasad Gurung to facilitate the contractual appointment of part-time professors. The university has announced that the task force’s report will form the basis for developing an appointment procedure for Teaching Assistants, allowing the process to progress.

Previously, on 23rd Shrawan, the TU Executive Council initiated the contractual appointment process for part-time professors working at its 62 constituent campuses.

According to the Office of the Dean, the task force will assess the workload of permanent, temporary, and contractual professors in the university's 62 constituent campuses and central departments. The remaining workload, which is aligned with TU's regular programs, will be allocated for contractual services. This allocation will prioritize seniority, qualifications, and continuity based on TU's approved vacancies for the Teaching Assistant position.

Implementation Process

The university has clarified that the task force's recommendations will be utilized to draft procedures for the contractual appointment of Teaching Assistants. These appointments will then be processed through the respective campuses and central departments.

For this study, TU has contacted multiple campuses, including:

• Doti Multiple Campus, Doti

• Dadeldhura Campus, Dadeldhura

• Surkhet Campus, Surkhet

• Tehrathum Campus, Tehrathum

• Bhojpur Campus, Bhojpur

• Bishwa Bhasa Campus, Kathmandu

• Jumla Campus, Jumla

Currently, around 2,200 part-time professors are teaching across TU's various institutions. These professors had previously protested, demanding monthly salaries equivalent to contractual professors. On 15th Shrawan, the Part-Time Professors’ Union and the TU Discussion and Suggestions Committee reached an understanding to address these demands.

Following the agreement, TU formed a committee under the leadership of Prof. Dr. Ram Krishna Tiwari to provide recommendations and negotiate the terms. Based on the committee’s report, TU made significant progress toward the agreement.

Despite this, the process had stalled, prompting part-time professors to issue warnings to halt the Assistant Professor examination scheduled for 30th Kartik 2081. This led TU to accelerate the development of the procedure for contractual appointments.
