Instructions for Determining Fees in Medical Education

Instructions have been given for formulating scientific formulas for medical education studies and to determine the fee accordingly.

After much controversy over the fees levied by the Medical College, the Education and Health Committee under the House of Representatives had formed a sub-committee to study about the medical college fee dispute. The sub-committee submitted its report to the Education and Health Committee five days ago. The government and the university have been instructed to prepare the formula based on the investment, cost-benefit analysis, infrastructure, operating expenses, available seats, according to a report released on Friday.

The subcommittee has also made public the fact that such colleges are earning millions of rupees annually despite the fact that they are at a loss. MP Suresh Kumar Rai, who is also the coordinator of the sub-committee, said, “There has been disorder in the medical college. Now this distortion must be removed. "

The subcommittee has also directed the concerned universities, institutes and dean's offices through the Ministry of Education, Science and Technology to adjust the fees to be paid in the coming installments of the students currently studying.

Medical colleges have also been instructed to set the standard for raising the minimum standards and to cancel the affiliation provided if they do not meet the criteria within the stipulated time. Rai, the coordinator of the sub-committee, directed the Finance Ministry to provide educational loans through banks and financial institutions through special policy arrangements and to make these loans a guide for the payment system to be made after the completion of the student's studies.

The National Medical Act states that Tribhuvan University Teaching Hospital, Kathmandu School of Medical Sciences, Patan Health Sciences Foundation and BP Koirala Health Sciences Foundation should provide at least 75 percent free scholarship to the number of seats available in the graduate-level program. The subcommittee has directed the implementation of this provision from this year. Currently, 315 seats have been set up in those medical colleges.

The sub-committee said that the provision of teaching up to 150 seats to the medical college was appropriate to prevent capital outflow and to improve the quality of medical education. Currently, medical colleges are teaching at least 40 seats and 150 seats in excess. The subcommittee has also directed the college to increase the number of seats, not to add more than 10 per year.

'Stop MBBS entrance exam'

The Supreme Court has ordered that the entrance examination of the Graduate level (MBBS) of the Institute of Medical Education Studies under Tribhuvan University be kept in place immediately. The Supreme Court has ordered to stop the entrance examination under the university which is scheduled for Bhadra 21st. The court has invited both the applicant and the opposition to discuss the issue, including the integrated entrance examination as per the Medical Education Act.

The students filed a writ stating that the Integrated Examination System as per the Medical Education Act was not implemented and 75 percent of the seats required to be given at the graduation level were not fixed for free scholarships. At the preliminary hearing of the writ, Judge Tej Bahadur KC's single session issued an interim order not to conduct the entrance examination immediately.
