Koshi Pradesh Lok Sewa Aayog notice of Competitive Written Examination for Open and Inclusive Positions in Technical and Non-Technical Assistant Level (Fifth Level) under Koshi Province Civil Service and Local Government Service

Province Public Service Commission, Koshi Pradesh (Koshi Pradesh Lok Sewa Aayog) announces competitive written examinations for filling positions at the Assistant Level (Fifth Level) in various service groups, technical and non-technical, under the Koshi Province Civil Service and Local Government Service.

Eligible candidates meeting the following qualifications are invited to apply. Applicants must submit their applications through the Commission's online application system at psconline.pl.gov.np.

Exam Center: Province Public Service Commission, Koshi Province, Biratnagar

Level: Fifth Application Fee:

  • For applying to additional advertisements for positions in the same service/group or inclusive groups, an additional fee of NPR 700 per group.

Application Deadline:

  • By 2081/09/14, with a double fee until 2081/09/21 - NPR 200

Location and Method to Pay Application Fee:

  • The application fee can be paid directly through the Commission's online application system via electronic means or by printing the bank voucher with the Master ID and transaction reference number and paying in cash at the designated bank.

Application Fee Payment Period:

  • The specified examination fee or double fee must be paid by the latest by 2081/09/22.

Application Method:

  • Applications for all open and inclusive positions must be submitted through the online system only. Detailed information on the method of submitting applications online can be found at psconline.pl.gov.np.

Age Limit for Candidates:

  • Must be at least 18 years old and not exceed 35 years by 2081/09/14, and up to 40 years for female and disabled candidates. For health services, candidates must be at least 18 years old and not exceed 45 years. There is no age limit for permanent employees of the Civil Service, Provincial Civil Service, and Local Government Service.

Documents to be Submitted:

  • Candidates must upload documents such as minimum educational qualifications, training, experience, certificates as per Notice (a), and documents related to inclusive groups specified in the advertisement in PDF format in the designated place in the online application system. All candidates must scan both sides of their Nepali citizenship certificate and upload it in JPG format in the designated place. Candidates themselves are fully responsible and accountable for the details mentioned in the application.

(Agri) or equivalent from a recognized educational institution, or obtained J.T.A. (Agricultural Science) training, or passed S.L.C./S.E.E./T.S.L.C. with related three years of work experience in the related field.

  14. Animal Health Technician or Equivalent, Level 5, Agriculture Service, Veterinary Group: Passed I.Sc. Agri (Animal Science) or S.L.C./S.E.E./T.S.L.C. and passed a minimum three-year diploma course in agriculture (major in Plant Science) or studied J.T.A. (Animal Science) and passed a one-year J.T. Notice for Open and Inclusive Examinations:

  1. Candidates must meet the qualifications as per Section 16 of the Province Civil Service Act, 2079, and Section 16 of the Local Government Service (Formation and Operation) Act, 2080.

  2. The first phase of the open and inclusive written examination will be conducted on the same date and time in a single sitting.

  3. The inclusive group of the candidates will be determined based on the inclusive group mentioned in the application form as per the existing arrangements of the Commission.

  4. Candidates selected for open and inclusive groups from the written examination, computer skill test, and interview will participate in the computer skill test and interview only once. The marks obtained in the computer skill test and interview will be counted for all groups (open and inclusive) the candidate has passed.

  5. After all phases of the examination, the final merit order will be based on the merit order and the priority order of the service/group/sub-group chosen by the candidate and will be recommended for appointment accordingly.

Special Instructions for Candidates Applying for Inclusive Groups:

Candidates wishing to apply for positions in the inclusive group must submit the following documents along with their application. Candidates selected for the interview after the written examination results must bring both original and copies of these documents. If these documents are not found valid at the time of application, the application may be canceled at any time.

a. For Indigenous/Janajati: Documents certifying the caste listed in the Nepal Indigenous/Janajati Upliftment National Foundation Act, or if there are multiple surnames within the listed caste, a document certifying the surname within the listed caste from the Chief District Officer based on the recommendation of the concerned local level.

b. For Dalit: Documents certifying the caste listed by the National Dalit Commission, or if there are multiple surnames within the listed caste, a document certifying the surname within the listed caste from the Chief District Officer based on the recommendation of the concerned local level.

c. For Tharu: Documents certifying the caste listed by the Tharu Commission, or if not listed yet or if there are multiple surnames within the listed caste, a document certifying the surname within the listed caste from the Chief District Officer based on the recommendation of the concerned local level.

d. For Madhesi: Documents certifying Madhesi status based on the institution specified by the Nepal Gazette or the Province Gazette, or if the institution is not specified, a document certifying Madhesi status from the Chief District Officer based on the recommendation of the concerned local level.

e. For Muslim: Documents certifying the Muslim community listed by the National Muslim Commission, or if not listed yet or if there are multiple surnames within the listed caste, a document certifying the surname within the listed caste from the Chief District Officer based on the recommendation of the concerned local level.

f. For Persons with Disabilities: A disability identification card issued as per the prevailing law must be submitted with the application.

Note:

Benefits under Section 10 of the Province Civil Service Act, 2079, and Section 10 of the Local Government Service (Formation and Operation) Act, 2080, will be available only once at the Assistant and Officer levels during the service period as per Section 10, Sub-section (4) of the Province Civil Service Act, 2079, and Rule 21, Sub-rule (1) of the Province Civil Service Regulation, 2081, and as per Section 10, Sub-section (2) of the Local Government Service (Formation and Operation) Act, 2080.

Additional Notes:

a. For all positions in the health service, candidates must have obtained a valid professional license from the relevant professional council at the time of application.

b. For positions requiring experience, candidates must meet the minimum experience requirement by the last date for submitting the single fee application.

c. The age, educational qualification, experience period, and other qualifications will not be calculated for the purpose of double fee duration.

d. Applications for positions at the same level will not be accepted.

e. Benefits as per Section 10 of the Local Government Service (Formation and Operation) Act, 2080, can be availed only once at the Assistant and Officer levels during the service period.

f. Only female candidates can apply for positions in women development.

g. Applications submitted after the deadline or those that do not meet the minimum qualifications, or those with missing required details or unpaid fees, will not be accepted.

h. Candidates requesting a scribe must contact the Commission's office at least 10 days before the start of the written examination. Otherwise, the Commission will not be obliged to provide a scribe.

i. Candidates must have obtained the required educational qualifications by the last date for submitting the application (2081/09/14). Candidates who studied at foreign institutions must have their qualifications certified for equivalency by the relevant authority. For candidates from Nepali universities who meet the required educational qualifications and apply for the specified positions by paying the single fee, if they are unable to submit the minimum qualification certificate or transcript due to the time frame, they can submit a letter and all semester mark sheets verifying that they have completed all exams, thesis, practicals, and other requirements by the last date of application submission, if the results have been published within the deadline by the relevant university.

j. Candidates must indicate the type and cluster of service group they are applying for when submitting the online application.

k. Candidates must update their mobile number and email address when filling out the form online. Details of the approval or rejection of the application will be sent directly to the candidate's mobile or email. If a candidate cannot participate in the examination due to incorrect mobile number or email address, the candidate will be responsible.

l. The Commission will not be obliged to ensure correction if there is a discrepancy between the advertisement number and the selected exam center.

m. Candidates must use only black ink in the examination, otherwise the answer sheet will be canceled.

n. Detailed information regarding the minimum educational qualifications required for the applied position can be seen while filling out the online form.

o. The syllabus can be obtained from the Commission's website psc.koshi.gov.np.
