Public Service Commission (PSC - Lok Sewa Aayog) Advertisement for Open and Inclusive Competitive Written Examinations for Gazetted Third Class and National Human Rights Service Officer Third Class, Section Officer or Equivalent (Non-Technical) Positions in Civil Service and Federal Parliament Service

Applications are invited from qualified candidates for the following open and inclusive positions in the Civil Service, Federal Parliament Service, and National Human Rights Service. The positions will be filled through competitive examinations. Eligible candidates must apply through the commission's online application system at psconline1.psc.gov.np.

Special Notice Regarding Advertisement:

The advertisement notice has been published according to the Civil Service Act, 2049, considering the inclusion of positions as determined for inclusive groups in the upcoming Federal Civil Service Act as per the order of the Honorable Supreme Court on Writ No. 078-WO-0660.

Type of Examination: Written, Skill Test, Group Test, and Interview as specified in the syllabus.

Examination Centers:

- First Phase: At all locations where the commission's offices are located.

- Second Phase: As designated by the commission's offices in Dhankuta, Jaleshwar, Kathmandu, Pokhara, Butwal, Surkhet, and Dipayal.

- The examination for the positions in the National Human Rights Service will be held as specified by the Public Service Commission, Central Office.

Application Fee:

- An application fee of NPR 1,200 (One Thousand Two Hundred) must be paid for each advertisement. Candidates applying for additional advertisements under the inclusive group of the same service/group must pay an additional fee of NPR 400 (Four Hundred) for each group.

Last Date for Application Submission: 2081/09/16 and with double fee until 2081/09/23.

Age Limit for Candidates:

- Must have completed 21 years and not exceeded 35 years by 2081/09/16. For female and disabled candidates, the age should not exceed 40 years.

- There is no age limit for permanent civil servants in the civil service positions and permanent employees in the positions of the National Human Rights Service.

- According to the interim order of the Honorable Supreme Court dated 2079/10/20, until the final decision of the said case, the age limit will not apply to currently employed government employees who were recommended for local level positions and are working based on the examination conducted by the Public Service Commission after publishing the advertisement on 2076/2/15. Such candidates must upload an application stating this fact in the Experience section of the online application system.

Method and Place for Submitting Application Fee:

The application fee can be paid directly through the commission's online application system via electronic means or by printing the bank voucher with the Master ID and transaction reference number mentioned and paying in cash at the designated banks.

Application Fee Submission Period: The specified examination fee or double fee must be compulsorily paid by 2081/09/24 at the latest.

Examination Program and Interview Date Before the Interview: Information will be provided when the results of the written examination are published.

Description of Work to be Done in the Position: As related to the service and group.

Documents to be Uploaded:

- Candidates must upload educational qualifications, training, experience, documents proving inclusion in the inclusive group, and other specified documents in the relevant advertisement in PDF format in the designated place of the online application system. All candidates must scan and upload the front part of their citizenship certificate in JPG format. The candidate themselves must be fully responsible for the details mentioned in the application.

Salary: As per prevailing laws.

Service-Related Agency: Related commission/ministry/agency designated for the administration of the service and group.

Minimum Required Qualifications:

(A) For Civil and Federal Parliament Services:

Candidates must not be disqualified as per Section 10 of the Civil Service Act, 2049, and must have obtained the minimum educational qualifications specified as per Rule 15 of the Civil Service Regulations, 2050, as follows:

1. For Foreign Service, Nepal Administration Service (Revenue and General Administration Groups), and Federal Parliament Service (General Administration Group): Must have passed the Bachelor's level or equivalent from a recognized educational institution.

2. For Administration Service, Accounts Group: Must have a Bachelor's degree or equivalent in Management, Commerce, or Business Administration, or a Bachelor's degree in Economics, Mathematics, Statistics, or Public Administration from a recognized educational institution.

3. For Judicial Service (Judiciary, Law, Government Attorney Group): Must have passed the Bachelor's degree in Law from a recognized educational institution.

4. For Audit Service: Must have a Bachelor's degree in Management, Business Administration, or Commerce from a recognized educational institution.

(B) For National Human Rights Service:

Candidates must not be disqualified as per Rule 14 of the National Human Rights Service Employees' Service, Conditions, and Facilities Regulations, 2072 (including amendments) and must have obtained the minimum educational qualifications specified as per Rule 12 as follows:

1. For National Human Rights Service, Human Rights Officer Position: Must have passed the Bachelor's level or equivalent from a recognized educational institution.

Special Instructions Regarding Additional Documents and Experience to be Submitted by Candidates:

Candidates wishing to apply for open and inclusive group positions must submit the following documents at the time of application. After being selected for an interview from the written exam results, candidates must bring the original documents along with self-certified copies to the interview. If the mentioned documents are not available with the candidate at the time of application, the application may be canceled at any time.

Special Arrangement for Submitting Application Form in the Absence of Original Educational Qualification Certificates:

If the results of the examination have been published by the school/campus/university within the application period published by the Commission, but the original certificate has not been issued, candidates can submit a letter from the institution indicating that they have passed (including marksheets for all years/semesters, thesis, practicals, etc.) along with the application form. Candidates must upload the original certificates required for the applied position as soon as they are issued.

Points to Consider When Submitting Application Forms for Integrated and Combined Examinations with Inclusive Groups:

Candidates must submit application forms for all the services/groups and inclusive groups they wish to apply for at the same time through the online application system for integrated and combined examinations with inclusive groups.

Additional Documents Required for Candidates Applying for Inclusive Group Positions:

(A) For Indigenous/Janajati Candidates: Documents proving the candidate belongs to a listed caste under the National Foundation for Development of Indigenous Nationalities Act. If there are multiple surnames within a listed caste, a document from the Chief District Officer certifying the surname within the listed caste based on the recommendation of the head of the concerned local level.

(B) For Madhesi Candidates: Documents certifying the candidate as Madhesi from an institution specified by the Government of Nepal in the Nepal Gazette. Until an institution is specified, documents from the Chief District Officer certifying the candidate as Madhesi based on the recommendation of the head of the concerned local level.

(C) For Dalit Candidates: Documents proving the candidate belongs to a listed caste under the National Dalit Commission. If there are multiple surnames within a listed caste, a document from the Chief District Officer certifying the surname within the listed caste based on the recommendation of the head of the concerned local level.

(D) For Disabled Candidates: Disability identity card issued by the Social Welfare Council or a disability identity card issued by the concerned local level specifying the classification of disability as per Section 4(3) of the Rights of Persons with Disabilities Act, 2074.

(E) For Candidates from Backward Areas: Citizenship certificate obtained from the concerned district mentioning permanent residence in the districts specified in Section 7(7) of the Civil Service Act, 2049, Section 17(6)(1) of the Federal Parliament Secretariat Act, 2064, and Section 8(5)(1) of the Health Service Act, 2053, and a document from the concerned local level certifying permanent residence in the same location for up to 3 months before the application form submission date.

Notice:

If citizenship has been obtained from a district other than the permanent residence, a letter specifying the reason must be obtained from the District Administration Office that issued the citizenship. If the candidate has married or migrated to a district specified in the Civil Service Act, 2049, or Health Service Act, 2053, a marriage registration certificate in the case of marriage or documents showing migration from the left and new local level in the case of migration.

(A) Candidates requiring experience must have completed the minimum service period specified for the position by the last date for application submission. The double fee period will not be counted for age, educational qualifications, experience period, and other qualifications.

(B) Applications that are not submitted within the specified period by the Commission, do not meet the minimum qualifications, do not include specified details, or do not pay the specified fee will not be accepted.

(C) Candidates requesting a scribe as per Rule 68 of the Public Service Commission Regulations, 2079, must contact the concerned office of the Commission at least 10 days before the written exam. Otherwise, the Commission will not be obliged to provide a scribe.

(D) Candidates who pass the written exam must submit original and self-certified copies of educational qualification certificates, citizenship, service experience, and other specified documents for open and inclusive group applications before the interview.

(E) Candidates must have obtained the specified educational qualifications by the last date for application submission. Candidates who have studied at foreign institutions must have their qualifications equivalence determined by the concerned authority.

(F) Candidates must use only black ink during the exam; otherwise, the answer sheet will be canceled.

(G) The syllabus can be obtained from the Commission's website www.psc.gov.np.
