Criteria Required for the Establishment and Operation of an Educational Institution:

According to Article 10 (b) of the Directorate of Higher Education in relation to foreign educational institutions, in accordance with the Hon'ble Ministerial Decision dated 2076/08/24 of the Government of Nepal, Ministry of Education, Science, and Technology, Schedule-5 and Schedule of that directory. This notice is published for the information of all concerned as amended by the following procedure: Thereafter, the request for the purpose of conducting educational programs in connection with foreign educational institutes, or even requesting that such criteria be applicable in relation to educational institutions applying for change of relations and addition of programs, is requested.
Schedule-1: (Relating to clause (a) of subsection (1) of Article C)
Preliminary criteria required for establishing and operating a teaching institution
1. Area of ââoperation: The establishment of a teaching institute should be located some distance away from the industrial area and the main road, but there is a place where fire and ambulances can pass.
2. Teachers and staff:
(A) All teachers teaching in the institution of education must have at least a second degree in the subject related to the educational qualification, but, in the program of the teaching institute, which also conducts the postgraduate level educational program, at least one school-level teacher must be compulsory in each program;
(B) The teacher's educational qualification for engineering and information technology must be post-graduate, and
(C) Twenty-five percent of postgraduates and teachers in the field of nursing qualifications for the Principal's educational qualification for the Nursing Program must be graduated and registered in the Nursing Council.
3. Land: The organization will have to manage at least three Ropani in the Kathmandu Valley, six Ropani in the hills and five kattha land in the Tarai for the operation of the program.
4. Building:
(A) The height from the floor to the ceiling should be at least nine feet,
(B) The room should have ample light penetration and cross ventilation,
(C) The building must be constructed with earthquake resistant technology,
(D) The Fire Fighting System must be connected, and
(E) There should be a separate office for administrative work.
5. Classroom:
(A) Be rectangular or square,
(B) Have an area of ââ1.5 (one decimal five) square meters per student, and
(C) A maximum of forty students (excluding scholarship students) should be placed in one class.
6. Limestone: Each institution should have a clean and healthy and at least 40 lodging rooms at a time.
7. Toilets: There should be separate toilets for women and men with disabilities in the building, but in Multi-Story Building, each floor should have its own toilet.
8. Multipurpose Hall: Each institution should arrange for a multipurpose hall or building with a minimum of three hundred people.
9. First Aid:
(A) Each institution has a minimum treatment room required,
(B) A first aid box is required in each institution's laboratory,
10. Sports: There should be at least two issues between the NBA.
11. Cleaning and security:
(A) There should be an adequate drainage system for sanitation,
(B) The provision of safe and clean drinking water, and
(C) The security guard should be provided at the main entrance of the institution.
12. Library: Textbooks, reference materials, subject-related journals, magazines, newspapers, etc. are available.
13. Furniture: In the classroom, there should be convenient furniture for students to walk, sit and study on both sides.
14. Internet facilities: Internet facilities should be provided so that students can easily access them in all teaching institutions.
15. Scholarship: According to the agreement/confession made with the Ministry, each institution should arrange for a scholarship to ten percent of indigenous investors based on student enrollment number and 20 percent of foreign investor seats, women, poor and jobless, Dalit / backward and remote Nepali citizens.
16. Teaching materials: The educational institution must arrange for adequate educational materials. Adequate provision of educational materials such as charts, models, specifications, photography slides, video cassettes, VCDs, and OHPs should be provided.
17. The organization wishing to obtain permission must have updated the syllabus and curriculum of the subject and program taken. (Topics such as the duration of the academic class or the academic class of the subject, the experimental and theoretical weight of the text and the total amount of credit credits).
18. No more than one organization can be affiliated with the same topic at the same level.
19. The title of the affiliating institution has to bear the responsibility of assigning equality and recognition in Nepal.
20. For examining the subject or program conducted by the institution, the questionnaire or rating system should be regulated by the central body working for the examination. In order to make the examination dignified, the committee will have to inspect and monitor the relevant bodies during the examination.
21. Colleges operating in connection with a foreign university will have to provide a letter of credit for each semester under the name of the university in which the academic program is conducted.
22. Those wishing to operate an institution affiliated to a foreign educational institution will have to follow the same criteria if it is not mentioned in the criteria but if the affiliating institution has set any other criteria. The Ministry will have to be informed about these criteria.
23. A copy of the agreement/permission will be submitted to the Ministry regarding the number of students from the respective college from which the program is to be admitted programmatically. There should be a law office.
