Local Level Rejected the Staff Recommendation from Lok Sewa Aayog

The local level has rejected the permanent staff recommended by the Public Service Commission and has been in the process of recruiting employees in the contract. According to local level demand, the Public Service Commission has finalized the selection process of nine thousand more staff in the final phase of the proposal of the Ministry of Federal Affairs and General Administration. While the public service is preparing the process of employee recommendation at the local level, the local level has requested that the staff not be recommended.

According to the Ministry of Federal Affairs and General Administration, the confusion has arisen after the staff has already gone through the process of recruiting through the commission, saying that the local level cannot be managed by the local level. 

According to a federal affairs ministry official, the local level has made an excuse to manage the permanent staff being sent from the center with the plan of recruiting employees in the contract. Currently, some local-level representatives are hiring their relatives and close relatives in the name of the contract. 

The Ministry of Federal Affairs and General Administration has become serious after the local level urged not to send permanent staff. The ministry said the tendency to refuse to take on permanent employees but to keep employees in the contract was wrong. There has been a debate on whether to send staff at the local level demanding not to send permanent staff in the ministry but also to refuse to recruit the employees in the contract. 

"As per the constitution, there is no provision for the recruitment of employees in the contract for permanent posts. Therefore, necessary procedures will be taken to recover the amount from the officials who are recruiting employees in the contract," a ministry source said. 

Jaya Narayan Acharya, the Joint Secretary at the Ministry, informed the ministry that some local-level staff could not be managed. Some of the local level staff have demanded that the management not be recommended. However, the local level, which has not demanded staff before, has urged the recruitment process to go ahead, "said Acharya, joint secretary. The ministry said that all local-level details were being collected. 

The ministry says the figures have not been prepared yet. The ministry had requested the Commission to proceed with the recruitment process of 9,160 employees on the basis of 515 local level demands on Jestha 15. On this basis, the Commission had started the process of recruiting employees. Accordingly, the admission process has reached the final stage. The Commission has informed that the process is proceeding based on the schedule of staff recommendation till Menhir.

At the same time, the ministry says there is a confusion in staff management at the local level. According to the ministry, the local level who have requested the commission for recruitment is generally unable to take up the issue of staff management.
