Madhesh University established in Birgunj by the Madhesh Province Government has become a sister organization of Birgunj Public College (BPC).
The provincial government has appointed the managing principal of BPC as vice-chancellor to the vice-chancellor (VC) of the university. Chief minister Lalbabu Raut, who is the chancellor on the recommendation of the VC, has appointed BPC professor Vijay Yadav as the registrar.
During the general election, the Election Commission had implemented the code of conduct since October. However, it has been revealed that the Madhesh Province government appointed Yadav during the period when the code of conduct was in effect, keeping the old date. In the law of the university, there is a provision that the chancellor will appoint the registrar, rector, etc. on the recommendation of the vice chancellor. The minister of social development of Madhesh province has been appointed as the vice chancellor of the university. But his consent is not necessary for the appointment of registrar, rector etc.
One of the participants said that even the employees were surprised when they suddenly saw the registrar, who was not appointed before the election code of conduct, in the Senate meeting. BPC run by Dr. Deepak Shakya is a privately owned college. There are no departments except commerce. After Shakya became the VC of the college, which is affiliated to Tribhuvan University and Purvanchal University, the professors have been registered. According to the Act of Madhesh University, Professor Yadav of BPC has been appointed as per the provision that Chancellor Chief Minister appoints the registrar on the recommendation of the VC. According to sources, the appointment of senators and registrars was made after the election.
