The Ministry of Education, Science and Technology Published regular bulletin dated 2076 Magh 16. 

Minimum Criteria for Sanitary Pad:

Type and physical finishing: Regular with wing, a napkin with uniform thickness throughout without any wrinkles and distortion. The sanitary napkins shall have a soft feel and when worn shall not chafe or give any uncomfortable feeling. They shall be free from all sorts of foreign matter.

Raw Material permitted:

a . Absorbent filter: plant-based raw materials such as wood pulp, cellulose pulp, bamboo fiber, banana fiber and corn which have natural sterilization effects, tissue paper, pure cotton, shall be free from lumps, oil spots, dirt or foreign material.

b . Covering: The covering of the absorbent filter shall be of a good quality cotton or rayon knitted sleeving, gauze or non-woven fabric with sufficient porosity to permit the assembled pad to meet absorbency requirements.

Size: size including minimum (240±20 mm length and 60 to 75 mm width, thickness 15mm ±2 mm).

Absorbency: the sanitary pad shall absorb at least 30 ml of colored distilled water and it shall not show leakage at the bottom or sides of the sanitary napkin.

Disposability: disposable pad with the covering removed, shall be immersed in 15 liters of water and stirred. The pad shall disintegrate in the water in not more than 5 minutes.

Colour: The product shall be white in color and shall be almost odorless.

PH value: free from acid and alkali, pH of absorbent material shall be 6-8 .5 (tested as per the method given in Indian Standard 1390)

Hygiene testing requirement: Total viable count (total number of bacteria and fungi) shall be not more than 1000 cfu/gm and absence of Staphylococcus aureus. The napkin shall be tested for the presence of staphylococcus aureus in accordance with IS 5887 (Part 2).

The manufacturer shall declare that all ingredients used in the product are safe for human use based on its known toxicological characteristics at intended use.

Packaging type: at least 90% Compostable pack, protecting package to product.

Packaging size: minimum 8 pads per pack

Biodegradability or Composability requirements: At least 90% degrade within 6 months (testing is performed and conformed from recognized and approved laboratory)
