Education is also considered as infrastructure for the development of the country. Education develops the well-qualified, capable, competitive and productive manpower of the individual. The contribution of such manpower is crucial for the economic, social, cultural and infrastructure development of the nation.

Since education is the mainstay of the country's overall development, it is necessary to establish equitable and equitable access to all citizens in quality education.

Article 31 of the Constitution of Nepal states the right to education. The clause guarantees every citizen the right to access to basic education, every citizen to get basic education from the state and free and secondary level education, free higher education as per law to the disabled and economically disadvantaged, every Nepali community living in Nepal.
