Kathmandu, 1st November 2023 - In a significant move, Tribhuvan University's Vice-Chancellor, Prof. Dr. Dharmakant Baskota, has announced a boost in the allowance of the institution's teachers and staff, marking an increase by up to 100%.

Background:

  • On June 27, 2023, the Tribhuvan University Assembly (Senate) expressed concerns over a shaky financial state, leading to a decrease in the incentives and overtime wages for its officials, teachers, and employees effective from July 17, 2023.
  • This decision stirred protests among university employees, who strongly demanded its reversal.
  • Subsequently, on July 23, 2023, a high-level committee was set up by the executive council to revisit and suggest changes.

  • After the committee's assessment, the Executive Council has chosen to amend rules regarding the financial management and procurement, effectively overturning the Senate's prior decision.
  • In a meeting held on October 6, 2023, provisions were set for those in the Examination Control Office and Regional Examination Control Office. These provisions outline allowance incentives based on:
    • Honesty and confidentiality
    • Complexity and sensitivity of tasks
    • Level of work performance
    • Overtime work
  • To fund these incentives, an amount will be garnered at the rate of Form 85 per examinee under the title of "incentive allowance". This collection will later be allocated based on several factors, including:
    • Examination sensitivity
    • Work complexity
    • Work reliability and legitimacy
    • Workload

Allowance Increase Breakdown:

  • Top secret branch officer level staff: Up to 70% increase
  • Assistant level staff: Up to 80% increase
  • Secret and computer branch officer level staff: Up to 50% increase
  • Assistant level staff in secretariat, registration, and other branches: Up to 60%
  • Vehicle drivers, examination form, transcript, evidence letter, research, and accounting/administrative level staff: Up to 30%
  • Assistant level: Up to 40%
  • Examination controller and co-examination controller: Up to 50%
  • For secret branches with student count over 200,000 and less than 10 employees:
    • Authorized level employees: 70% increase
    • Lower level employees: 80% increase

Additional Provisions:

  • In instances where staff and teachers work beyond five hours on public holidays, the university will provide food/snacks allowance up to a maximum of 700 per person. This allowance is contingent on electronic attendance records.
  • Incentive allowances for the top secret branch handling question paper management will be disbursed to the teaching staff post-examination.

Tribhuvan University Sets Clear Criteria for Incentive Allowances

Result Publication Criteria:

  • 100% of incentive: If results are published within 100 days post-examination.
  • 75% of incentive: If results are out within 30 days after the examination.
  • 0% incentive: If results are not declared even up to 150 days post-examination.

Registration Timeline Incentives:

  • 100% of the distributable amount: For completion within the academic calendar's specified period.
  • 80% of the distributable amount: If completed within 15 days post the stipulated period.
  • 50% of the distributable amount: If concluded between 15 to 30 days after the stipulated period.
  • Beyond 30 days, the Central Board of Directors will determine the allowance.

Provisional Certificate and Transcript Distribution:

  • 100% incentive: If provided within 2 days for a provisional certificate and 5 days for a transcript.
  • 50% or as dictated by the Central Examination Governing Board: If given beyond the specified timeframe.

Accounting Branch Payouts:

  • 100% incentive: If reimbursements are processed within three days post document receipt.
  • 75% incentive: If executed within 5 days.
  • 50% incentive: If carried out within 10 days.
  • Beyond 10 days, the Central Examination Board of Directors will decide on the incentive.

Examination Paper Management:

  • The executive council mandates collecting answer booklets within seven days post-examination.
  • There's a directive for timely delivery of answer packets to respective examiners.
  • Those failing to adhere to the stipulated timings (before 6:00 AM and post 7:00 PM) may face a reduction in their incentive allowance by the examination board.

Work Hours Compliance:

  • The Controller of Examinations holds the authority to adjust incentive allowances based on employees' adherence to working hours, ensuring it doesn't surpass the maximum salary limit.
  • Outside standard office hours, employees receiving incentives must be available from 5:00 AM to 8:00 PM during public holidays and other specified times. Failure to adhere can lead to the withholding of incentives.

Dean's Office Examinations:

  • For exams overseen by the Dean's offices, the incentive allowance ceiling and result publication timeline, as stipulated by the Examination Control Office, will be at a rate of 100 (one hundred) per form. The Assistant Examination's Board of Directors may make any further determinations.
