Activity Description
Deloitte Consulting Overseas Projects LLC is seeking a qualified Senior-level candidate for a multi-year (Jan 2022-2027) USAID-funded Trade and Competitiveness Activity based in Kathmandu. The purpose of the Trade and Competitiveness Activity is to improve productivity and competitiveness and thereby increase Nepali private sector participation in targeted global value chains. This will be done by supporting a broad-based, market-led growth and competitiveness by an integrated and sustainable market-systems approach to address both private sector and public sector constraints to micro, small, and medium enterprise (MSME) development and competitiveness. The program will address four areas:
- Objective One: Improve access to market-based financial and non-financial services.
- Objective Two: Increase productivity in sectors with high growth and employment potential.
- Objective Three: Improve investment climate and business enabling environment, especially for targeted sectors.
- Objective Four: Support private sector-led economic recovery.
Objective The Deputy Chief of Party and Director - Policy Reform and Business Enabling Environment will work closely with the Chief of Party (COP), Objective Leads, Director of Finance and Compliance, and the technical and operations team to successfully implement the overall Activity at technical and operational levels. S/he is responsible for addressing concerns that will lead to increased competitiveness for Nepal through the completion of the activities under Objective 3: Improved investment climate and business enabling environment, especially for targeted sectors. S/he will be responsible for creating a bottom-up approach to promote private sector policy advocacy and devoting special consideration to support for historically underrepresented groups or firms. Also, s/he will focus on streamlining the business process for Nepal and reducing their trade barriers. As COP, s/he will support the COP in providing technical leadership to and overall management of the Activity. S/he, in consultation with COP, will work closely with the objective leads to provide technical guidance and take leadership in making programmatic decisions. Specifically, s/he will:
- Support the Chief of Party in providing leadership and technical guidance to the team for the overall implementation, management, and results of the Activity.
- Support the COP in maintaining positive and productive relationships with USAID, stakeholders, and within the Trade and Competitiveness team.
- Act as the COP in the absence of the COP.
- Represent the Activity in conferences, forums, and other events as needed and in consultation with COP.
- Any other tasks as may be assigned by the COP.
This position reports directly to the Chief of Party. This position is full-time, estimated 40 hours per week, and reports directly to the Chief of Party.
Qualifications:
- Ten or more years of experience relating to economics, regulations, and/or market reforms.
- Holds a Masters’ degree, preferably in finance, development economics, or related field.
- Demonstrated knowledge, skills, and abilities to provide technical and activity management leadership to Nepali private sector/markets change programs.
- Demonstrated prior experience working with investment climate and business climate reforms.
- Prior experience working with at least three (more is preferred) of the following Government Agencies: MOICS, MOF, MOCIT, DOI, MOALD, NRB, NTNC, NTB, TEPC, MOF, NPC, IBN, MOTCA, etc.
- Experience working with Business Support Organizations, such as FNCCI, FEEN, FWEAN, NBA, CNI, NICCI, HAN, CAN, NAS IT, NEFSCUN, NPEA, etc. is highly preferred.
- USAID or other donor experience is strongly preferred.
- Strong written and oral communication skills.
- Sound computer skills including knowledge of Microsoft Office® applications, particularly Word and Excel; Experience with MS PowerPoint, Access or Project a plus.
- Strong interpersonal skills and writing skills.
- Flexible and adaptive personality.
- Professional integrity and discretion in the handling of confidential information and data.
Additional preferred qualifications:
- Knowledge and experience working in improving productivity and competitiveness of the Agriculture, Tourism, and/or Digital Services value chain.
- Experience related to expanding access to financial and non-financial services for enterprises.
- Working experience in building private sector-led recovery and resilience engaging the governments in export-related areas.
