MILLENNIUM CHALLENGE ACCOUNT NEPAL (MCA-NEPAL) VACANCY ANNOUNCEMENT

The Millennium Challenge Account Nepal (MCA-Nepal) is a Government of Nepal (GoN) agency formed under the Development Board Act 2013 BS (1956 AD) to manage a USD 697 million infrastructure program.

The program is co-funded by the US Government's Millennium Challenge Corporation (MCC) Compact grant of USD 500 million and the GoN’s contribution of USD 197 million.

The program aims to increase the availability and reliability of electricity, maintain road quality, and facilitate power trade between Nepal and the region to help spur investments and accelerate economic growth.

The Electricity Transmission Project, a national pride project, and the Road Maintenance Project are two projects under the program. MCA-Nepal invites applications for the following positions as it moves forward with the implementation of the five-year program launched on August 30, 2023:

1. Deputy Executive Director (DED)-Environmental and Social Performance and Gender and Social Inclusion (ESP/GSI): 1 Position based in Kathmandu

As part of MCA-Nepal Executive Team, the DED-ESP/GSI provides oversight and technical leadership for ensuring that MCA-Nepal’s Projects adequately incorporate environmental, social performance, and gender and social inclusion considerations into infrastructure design and implementation.

Position Requirements:

  • Bachelor’s Degree (required) and Master’s Degree (preferred) in Natural or Social Sciences, Environmental Planning, Engineering or equivalent fields.
  • At least 10 years of experience managing environmental and social performance or resettlement considerations as well as gender and social inclusion into infrastructure design and implementation.
  • Experience working with international construction contractors.

2. Manager-Gender and Social Inclusion (GSI): 1 Position based in Kathmandu

The Manager-GSI is responsible for ensuring effective integration of gender and social inclusion in MCA-Nepal’s Projects through update and implementation of MCA-Nepal’s Social and Gender Integration Plan (SGIP), Trafficking in Persons (TIP) Risk Management Plans.

Position Requirements:

  • Bachelor’s Degree (required) and Master’s Degree (preferred) in Social Science, Sociology, Social Work, Gender Studies, Community Development, Development Economics, Political Science or equivalent fields.
  • 10 years of experience in implementing GSI and Counter Trafficking in Persons projects, activities, and interventions.
  • Experience of integrating gender and social considerations into infrastructure projects.

3. Manager-Resettlement: 1 Position based in Kathmandu

The Manager-Resettlement is responsible to oversee and manage the development, implementation and monitoring/evaluation of specific Resettlement Action Plans (RAP) and Livelihood Restoration Program (LRP) designed for roads, transmission lines and substation projects.

Position Requirements:

  • Bachelor’s Degree (required) or Master’s Degree (preferred) in Social Science, Sociology, Social Work, Gender Studies or equivalent fields.
  • 10 years of experience in implementing Resettlement Action Plan, preferably Livelihood Restoration Plans in infrastructure projects.

4. Engineer-Road Maintenance: 2 Positions based in Kathmandu

The Engineer-Road Maintenance is responsible to assist the Manager in implementation of the Project’s activities involving strategic road maintenance and technical assistance works as set forth in the Compact.

Position Requirements:

  • Bachelor’s Degree in Engineering, Civil Engineering, Mechanical Engineering, Electrical Engineering, or equivalent fields with professional license or accreditation in Civil Engineering.
  • At least 5 years or more experience in roads construction/rehabilitation projects.
  • Experience working with FIDIC engineers and contractors.

5. Environmental and Social Performance (ESP) Specialist-Road Maintenance Project (RMP): 1 Position based in Kathmandu

The ESP Specialist-RMP is responsible for assisting in providing technical input to ensure environmental and social performance/compliance of all RMP activities.

Position Requirements:

  • Bachelor’s Degree (required) in Environmental Science, Environmental Management, Environmental Engineering or Natural Resource Management.
  • At least five years of demonstrated experience in similar ESP capacity on projects of a similar nature.
  • Technical knowledge and ability to identify and manage environmental, social, health and safety impacts and risks in infrastructure projects.

6. Environmental and Social Performance (ESP) Specialist-Transmission Lines: 1 Position based in Kathmandu

The ESP Specialist-Transmission Lines is responsible for assisting in providing technical input to ensure environmental and social performance/compliance of all ESP activities.


7. Office Driver: 1 Position based in Kathmandu with frequent field visits

The Office Driver is responsible for driving office vehicles for official purposes whilst maintaining cleanliness and functionality of vehicles in order to fulfill MCA-Nepal’s travel needs to meet project objectives.

Position Requirements:

  • Professional Driver’s License.
  • Experience of driving 4WD in remote areas of Nepal preferred.
